Current Specialty Pharmacy or White Bagging Legislation

WHAT IS WHITE BAGGING?

An insurance policy where the insurer manages the purchase and delivery of a provider-administered specialty medication through a specialty pharmacy of their choice rather than allowing a physician’s office or infusion center to purchase and manage drug inventory (e.g., buy-and-bill). Once a beneficiary pays for the drug in-full, the specialty pharmacy will ship the drug to the infusion center or provider office directly. When an insurance policy requires beneficiaries to acquire and pay for their medical benefit drugs through a specialty pharmacy, we refer to this as a specialty pharmacy mandate.
